Emergency Procurement Utilized
The Wise County PSA has utilized emergency procurement procedures in accordance with the VPPA for the Pound River Interceptor Replacement Project. Bids were advertised and received on July 10 and July 28, 2025 with no bids received. The PSA began to negotiate with prospective contractors in August 2025 to complete the work. The work is requires as part of a DEQ Consent Order for the Pound wastewater system and also has strict environmental permitting/deadlines. The PSA Board awarded the Pound River Interceptor Project to Portland Utilities Construction Company at its December 10, 2025 meeting. The contract amount is for $10,351,672. The project will begin construction as soon as environmental clearances are finalized in 2026. The contract entails the rehab of approximately 16,000 lf of wastewater collection line and associated manhole rehab. The contract can be found here: Contract
